The A28 between Rouen and Alençon will be an alternative choice for bypassing the Ile de france. Its 125 kilometres will connect Le Mans to Reims via Rouen and Amiens and it is scheduled to be brought into service by the end of 2005. The Sanef group is involved in this project thanks to its significant investment in Alis, the company that was awarded the concession in 2001.

The group holds 19.63% of the capital of Alis, 7.96% of which via its subsidiary SAPN, the other investors including Ixis CIB and the Bouygues Construction group. The group also holds 30% of the capital of Routalis, the company operating the A28, via its subsidiary SAPN, which also provides Routalis with assistance and advisory services. Finally, Routalis will subcontract to SAPN the viability of the section between Bourg Achard and Bernay (45km), the toll and telecommunications equipment maintenance and the surveillance of the infrastructure over the whole length of the motorway.
